Founded in 1986 through the Texarkana Public Library, the Literacy Council serves as the area's leading non-profit community education center. We operate under a broad definition of literacy called functional literacy education, and all of our programming falls into four areas: adult basic education/GED, workforce skills, language learning, and life lessons. The Literacy Council is governed by a board of directors and is managed by an executive director. All of our classes, programs, and services are completely free, and we are fully funded by the kindness of those in the Texarkana community and grants. We are a member of the Adult Learning Alliance of Arkansas, the Arkansas Association of Continuing and Adult Education, Literacy Texas, and ProLiteracy.
